The Federal Government of Nigeria has officially begun implementing the Dual Mandate Policy across all Federal Colleges of Education (FCOEs), following the passage of the Federal Colleges of Education Act, 2023.
In a statement released by Folasade Boriowo, Director of Press at the Federal Ministry of Education, the new law—signed by President Bola Ahmed Tinubu—authorizes FCOEs to offer both the Nigeria Certificate in Education (NCE) and Bachelor’s Degrees in Education. This marks a major advancement in the country’s teacher education system.
Speaking at the policy launch in Abuja, Minister of Education Dr. Tunji Alausa hailed the move as a bold and forward-looking reform.
“The Dual Mandate Policy represents not just a reform but a revolution in teacher preparation — enabling FCOEs to offer both NCE and Bachelor’s degrees. This initiative empowers institutions, broadens access, and enhances the quality of classroom instruction across Nigeria.”
Under the new Act, all Federal Colleges of Education (FCOEs) that meet the standards set by the National Universities Commission are now authorized to operate under the Dual Mandate. This inclusive approach allows institutions—regardless of when they were established—to participate, provided they fulfill the requirements.
The Minister highlighted the significance of this policy, stating that enabling FCOEs to award degrees enhances teacher training and equips educators with the skills needed to meet the evolving demands of the education sector. It also broadens access to higher education by offering an alternative pathway to earn Education degrees outside the traditional university framework.
The Dual Mandate simultaneously tackles key challenges, including declining enrolment, maintaining institutional relevance, and removing the dependency on university affiliations for degree issuance.
In addition, the policy empowers FCOEs with greater autonomy in designing and delivering curricula, allowing them to adapt more quickly to trends and needs within the teaching profession.
Reaffirming the government’s dedication to strengthening education, the Minister stated: “No nation can rise above the quality of its teachers. This policy strengthens the foundation of our education system—ensuring that every teacher is trained, qualified, and prepared.”
Bringing eligible FCOEs into the Dual Mandate Programme represents a critical advancement in Nigeria’s educational progress.
