    The Premier League has fined Chelsea Football Club a total of £10.75 million and imposed transfer sanctions following the conclusion of two separate disciplinary investigations into historical breaches of league rules.

    In a statement released on Monday, the league confirmed that the sanctions followed voluntary disclosures made by Chelsea’s current ownership regarding potential breaches committed between 2011 and 2018 under former owner Roman Abramovich.

    According to the Premier League, investigations established that undisclosed payments were made by third parties associated with the club to players, unregistered agents and other third parties during the period under review. The payments, which were not disclosed to football regulatory authorities at the time, were deemed to have been made for the benefit of Chelsea and should have been included in the club’s financial submissions.

    The league ruled that the payments and the failure to disclose them constituted breaches of rules relating to Financial Reporting and Third-Party Investment, as well as a violation of the requirement to act in good faith toward the league.

    However, after recalculating Chelsea’s historical financial submissions to reflect the undisclosed payments, the Premier League Board determined that the club would not have breached its Profitability and Sustainability Rules in any of the relevant seasons had the payments been properly declared.

    In determining sanctions, the league cited Chelsea’s proactive self-reporting, admissions of wrongdoing and “exceptional cooperation” throughout the investigation as significant mitigating factors.

    Under a sanction agreement ratified by an independent commission, Chelsea accepted a £10 million fine and a suspended one-year first-team transfer ban. The ban will remain suspended for two years and will only be activated if the club commits further breaches within that period.

    In a separate disciplinary process, the Premier League also investigated breaches of Youth Development Rules linked to the registration of academy players between 2019 and 2022. The violations were attributed to a former senior employee and were disclosed to the league by the club in 2025.

    As part of the combined sanctions, Chelsea will also serve an immediate nine-month ban on signing academy players. The restriction applies solely to the club’s youth setup and does not affect first-team transfer activity.

    The total financial penalty imposed amounts to £10.75 million. Importantly, no points deduction was issued, and the club remains eligible to participate fully in upcoming transfer windows, including the summer window, provided it complies with league regulations going forward.
