Nigerian President Bola Ahmed Tinubu on Tuesday evening declared a state of emergency in Rivers State, after suspected militants attacked the 180,000bpd Trans-Niger Pipeline in Gokana Local Government Area of the state.

The attack followed threats by various groups to disrupt oil production in the state following the protracted political crisis between Governor Siminalayi Fubara and his estranged godfather, Nyesom Wike, his predecessor and current FCT Minister.

Background to the Crisis:
Rivers State, a resource-rich region in southern Nigeria, has long been a hotbed of political rivalry and unrest. Over the years, the state has experienced intense power struggles, often exacerbated by infighting within the ruling party, as well as tensions between rival political factions. These conflicts have led to widespread instability, affecting governance and the daily lives of residents.

In recent months, the political situation in the state escalated, with allegations of corruption, mismanagement, and a lack of cooperation between key government officials. Despite calls for intervention, both Governor Siminalayi Fubara and Deputy Governor Ngozi Odu failed to seek federal assistance to address the growing crisis.

This has created an environment in which the state government has been unable to effectively manage its affairs, leaving citizens increasingly frustrated and vulnerable.

Given the severity of the situation, President Bola Ahmed Tinubu has taken decisive action, declaring a State of Emergency in Rivers State.

State of Emergency Declared
In a landmark announcement on March 18, 2025, President Bola Tinubu declared a State of Emergency in Rivers State, citing the state’s deteriorating political situation and the failure of the state’s leadership to resolve the crisis.

“After careful reflection on the unfolding events in Rivers State and the failure of both the Governor and Deputy Governor to formally request my intervention as required under section 305(5) of the Nigerian Constitution, I am left with no choice but to invoke my constitutional powers,”

Tinubu explained in his statement. “This declaration is effective immediately, starting today, March 18, 2025.”

As a result of the declaration, the Governor, Siminalayi Fubara, his Deputy, Ngozi Odu, and all elected members of the Rivers State House of Assembly have been suspended from office for an initial period of six months. The suspension marks a dramatic shift in the state’s political leadership and is expected to have far-reaching implications on governance in the region.

Appointment of Administrator

To oversee the state’s affairs during this period, President Tinubu has appointed Vice Admiral Ibokette Ibas (Rtd) as Administrator. Ibas, a seasoned military officer with experience in governance, is expected to restore order and provide stable leadership during the emergency period.

“The appointment of Vice Admiral Ibokette Ibas is in the best interest of the people of Rivers State,” said Tinubu. “His leadership will guide the state through these difficult times and ensure that essential services and governance continue without disruption.”

Judiciary Unaffected
In a bid to reassure the public and maintain the rule of law, the President made it clear that the judiciary in Rivers State will remain operational. “This declaration does not extend to the judicial arm of the state. Courts and legal institutions will continue to function under the Constitution,” Tinubu stated.

The suspension of elected officials and the appointment of a military administrator reflect the government’s commitment to restoring peace and stability.
