Minister of Aviation and Aerospace Development, Festus Keyamo, has strongly condemned the release of an indecent video involving a passenger, Comfort Emmanson, during a recent incident aboard an Ibom Air flight.

In a statement, Keyamo described the public circulation of the footage—which showed moments of indecent exposure—as “totally unacceptable,” and directed that any staff member responsible be identified and sanctioned accordingly.

“While we support the filming of her unruly behavior for evidentiary purposes, the release of footage containing indecent exposure to the public is deplorable,” the minister stated. “We will not tolerate the debasing of womanhood under any guise.”

Keyamo also announced that a joint security meeting involving relevant agencies has been scheduled for next week to improve coordination and handling of similar incidents in the future.

He further confirmed that the Nigerian Civil Aviation Authority (NCAA) has imposed an indefinite flight ban—both domestic and international—on the passenger. In addition, the police have arraigned Emmanson at the Ikeja Magistrates’ Court, where she was remanded to Kirikiri prison after failing to meet bail conditions. The charge sheet and remand order have been made available for public transparency.

Regarding the physical altercation between the passenger and ground personnel, Keyamo explained that it stemmed from her uncooperative behavior. However, he stressed that airlines must do more to train their staff in conflict resolution and public relations.

“I have directed airlines to ensure continuous training for their staff to manage volatile situations professionally, defusing them before they escalate—unless absolutely unavoidable,” he said.

Keyamo concluded by urging passengers to channel their grievances through proper regulatory bodies rather than resorting to disruptive behavior. “The NCAA’s Consumer Protection Directorate has laid down procedures for resolving complaints, and there is no excuse for taking the law into one’s hands.”
