The Delta State Oil Producing Areas Development Commission (DESOPADEC) has responded to growing concerns surrounding the 2025 bursary payment scheme, particularly regarding the timing of disbursements and the status of some applicants.

In a statement released by the Commission, DESOPADEC reaffirmed its commitment to transparency and accountability in the administration of the bursary program, which supports students from its mandate areas. The Commission emphasized that every stage of the process — from payment application — was carried out with fairness and in strict adherence to its established guidelines.

The application portal for the bursary was officially opened in early May and remained active for several weeks. The launch event was attended by student leaders from the various ethnic nationalities within the DESOPADEC mandate areas. During this period, eligible students were given ample opportunity to submit their applications.

Following the close of applications, a rigorous selection process was undertaken. The Commission clarified that ethnicity within the mandate areas was a key criterion, but the selection was also based on the fulfillment of all other stated requirements. Contrary to some circulating claims, the institution attended by applicants played no role in determining eligibility. The Commission dismissed assertions that specific universities were unfairly favored or disadvantaged, describing such claims as baseless.

Slots were allocated among the six ethnic groups represented in the Commission’s mandate areas according to a predetermined sharing formula. DESOPADEC reaffirmed that the selection process was impartial and that all decisions were based on merit and compliance with application guidelines.

Regarding payment concerns, the Commission noted that the majority of shortlisted students have already received their bursaries. However, a small number of students who were either not shortlisted due to unmet requirements or who applied late may not have received payments. In cases where shortlisted students have not yet been paid, the Commission identified incorrect banking details as a likely cause and assured the public that efforts are ongoing to resolve such issues swiftly.

To address any lingering confusion, DESOPADEC has advised all applicants to consult the official website for the list of successful candidates. Those whose names appear on the list but who have not yet received their bursary are encouraged to reach out to the Commission via its official email for further assistance.

DESOPADEC reiterated its unwavering dedication to the educational development of students across its mandate areas and called for continued patience and understanding from the public.
